India's Telecom Commercial Communications Customer Preference Regulations, administered by TRAI. What it is

The Telecom Regulatory Authority of India regulates commercial calls and messages through the TCCCPR framework, first issued in 2018 and amended since. Its mechanics differ from Western regimes. Every business sending commercial communication ("principal entity") and every telemarketer registers on a blockchain-based Distributed Ledger Technology platform run by the telecom operators. Promotional calls must originate from the 140 number series and transactional or service calls from the 1600 series, so the caller ID itself signals the call type. Recipients' Do Not Disturb (DND) preferences must be scrubbed before every campaign, and promotional calls are permitted only between 9 a.m. and 9 p.m.

Amendments notified in September 2026 are reported to tighten rules for robocalls and synthetic voices, including a possible requirement to declare an AI voice at the start of a call. That report is secondary; the TRAI gazette text is the authority, and this entry is flagged as subject to change.

Why it matters when buying

A voice-agent platform without Indian telephony cannot simply forward calls: outbound campaigns need registered headers, the right number series and DND scrubbing against the operator ledger. Many global platforms rely on a local partner for this, which adds a party to the data-flow and a hop to the latency. The Digital Personal Data Protection Act adds notice duties for recordings, and regulated lenders face RBI conduct rules on top. Informational only; confirm with counsel and TRAI's current text.

What to ask

Ask who holds the DLT registration and the 140 or 1600 numbers: you, the vendor or a partner. Ask how DND scrubbing is performed and evidenced per campaign. Ask how calling hours are enforced in Indian time. Ask how the agent will deliver the AI-voice declaration if the 2026 amendments require it, in each language you serve.
