What this page will cover
Japan is a market where the language itself is the first procurement gate. Keigo, the system of honorific and humble registers, decides whether a voice agent sounds like a trained employee or like a foreigner reading a script, and buyers test it before they test anything else. The second gate is the Act on the Protection of Personal Information (APPI): recordings are personal information, purpose of use must be specified, and cross-border transfers require telling the individual about the destination country and its safeguards. The third is demand: Japan's shrinking working-age population makes contact-centre staffing a structural problem, and that is the framing most buyers bring to the conversation.
What is not yet covered
We have not yet verified the telemarketing rules under the Act on Specified Commercial Transactions beyond the compliance matrix row, the numbering and CLI practices of the major carriers, or the depth of Japanese-language support in the vendor documentation. We have not run or reviewed a keigo demo, so we make no claim about which products handle it. No vendor list appears here until at least eight names can be listed with public documentation of Japanese support.
What the newsletter will announce
The weekly issue will announce when this page is published, with the compliance row updated, a verified set of market figures with publishers and dates, a language-gate section written with a native-speaker reviewer, and the vendor list. Until then, the japan compliance row is the only verified content for this market.
Languages to test
| Language | Code | What to test |
|---|---|---|
| Japanese | ja | Keigo (honorific and humble registers) is a procurement gate: an agent that uses the wrong register with a customer fails the demo regardless of accuracy. |
Data residency and hosting
The APPI requires informing individuals about the destination country and its safeguards for cross-border transfers; domestic hosting and a no-training clause are common enterprise requirements.

Questions to ask vendors in this market
- 01
Show the agent handling a customer call in full keigo, including a complaint, and switching register correctly when the caller is a business partner rather than a consumer.
A good answer: A recorded call reviewed by a native speaker you choose, not the vendor.
- 02
How does the agent meet the Act on Specified Commercial Transactions duty to state the business name, the caller's name and the purpose at the start, and never re-solicit after a refusal?
A good answer: A default-on opening in the first turn and a per-number refusal record checked before every dial.
- 03
Where is our audio processed, and will you confirm in writing that customer audio is not used for training?
A good answer: A Japanese hosting region for every component and a signed no-training clause.
