Who buys this and what they call it

An owner-operator or office manager at an HVAC, plumbing or electrical company searches for an AI receptionist or an AI answering service for contractors. A multi-branch or investor-backed home-services group talks about a voice agent for field-service dispatch or call-centre automation. Both mean software that answers the phone, works out whether the caller needs a technician today or next week, books the job into the field-service system, and hands anything urgent or unusual to a person.

The difference is the dispatch board. A two-truck plumber needs the phone answered while both trucks are under a sink, and a job in the calendar with an address that is right. A fifty-truck group needs the same, plus zone-based scheduling, technician skills, membership tiers, and a compliance trail for the outbound calls that keep trucks full in the shoulder season.

What the phone traffic looks like

Home-services traffic is weather-driven and bursty. The first heatwave and the first freeze produce spikes that no office can staff for, and those are the days a caller who reaches voicemail phones the next company. One call-analytics vendor's platform data puts the unanswered share of inbound calls to home-services businesses at about 27 percent, and the same source reports that fewer than 3 percent of callers who reach voicemail leave a message. Treat both as indicative. Count your own missed calls for one week before you buy anything; that number is the one the project will be judged on.

Intents cluster. Book a repair or a quote. "How soon can someone come." A no-heat, no-cooling or no-hot-water problem. A leak, a smell of gas, a tripping breaker. "Where is my technician." Invoices and maintenance-plan questions. Outbound is estimate follow-up, maintenance-agreement renewals, appointment confirmations and "the technician is running late". Inbound calls need speed and a correct address. Outbound calls need a consent record and calling-hour discipline.

Two things matter for a voice agent here. First, the caller is often standing next to the problem, so the agent must be interruptible and must not ask for anything it could read from the customer record. Second, a small share of calls are safety incidents, and the agent's most important behaviour is to recognise them in one turn and give the right instruction before anything else.

Systems that matter

The field-service management system is the system of record. FieldEdge, Housecall Pro, Jobber, Service Fusion and ServiceTitan are the common ones in English-speaking markets. An agent that cannot read real technician availability by zone and write a job with the right job type, address, arrival window and notes is a message-taker with a nicer voice. Ask which level of integration you are being sold: lead-only, calendar sync, or a native write with customer lookup and availability.

Google Business Profile and call tracking decide which number rings and which campaign gets credit. The agent has to sit behind the tracking number without breaking attribution, and it should record the lead source on the job. A CRM or marketing tool holds the consent flags, do-not-call status and membership list that every outbound call depends on. Payments are a special case: an agent should hand the customer a payment link or a PCI-scoped flow rather than hear a card number.

Compliance notes

In the United States, the Federal Communications Commission has confirmed that AI-generated voices are artificial voices under the TCPA. Automated outbound calls therefore need prior express consent, with written consent for marketing calls to mobile numbers, and the rule as published permits telephone solicitations only between 8 a.m. and 9 p.m. in the called party's local time. The call must identify the business at the start and give a callback number. Inbound calls the customer initiates are outside the consent rule. In the United Kingdom, the ICO's guidance says automated marketing calls need the recipient's specific prior consent under PECR Regulation 19, and live marketing calls are screened against the Telephone Preference Service. In Australia, the telemarketing industry standard allows calls Monday to Friday 9 a.m. to 8 p.m. and Saturday 9 a.m. to 5 p.m., none on Sundays or national public holidays, and the Do Not Call Register applies. Recording rules differ by state and territory in all three markets, so announce recording by default. All of this is informational, not legal advice; the compliance matrix carries the sources and verified dates.

Regional deltas

The jobs are the same everywhere; the constraints and the vocabulary are not. In the United States, "HVAC" is the buyer's word and emergency calls route to 911 and the gas utility. In the United Kingdom, "heating engineer" and "boiler" replace "HVAC" and "furnace", gas work sits under the Gas Safe Register, and a smell of gas goes to the national gas emergency line. In Australia and New Zealand, "air conditioning" and "hot water system" are the terms, state licensing governs who may touch gas and electrical work, and onshore hosting is a frequent procurement ask. In India, promotional calls run on the registered 140-number series with DND scrubbing, and callers switch between English and Hindi or a regional language mid-sentence. Each use-case page below lists the compliance rows for the regions you select.

How to run the demo

Bring your own audio and your own field-service sandbox. Record five realistic calls with your own staff: one with an interruption mid-offer, one with an ambiguous address, one with a phone number spoken quickly, one that turns into a gas smell or a flood halfway through, and one that asks for something you do not do. Insist that the booking lands on a sandbox dispatch board you can see during the call, with the right arrival window and lead source. The missed-call-capture script gives you the full protocol, turn by turn, with pass and fail lines for each trap. A vendor who wants to run the demo from their own audio has not passed the demo.

What changes by region

  • United States

AI voices are artificial voices under the TCPA, so outbound estimate and renewal calls need prior express consent and the 8 a.m. to 9 p.m. window in the customer's local time; recording consent varies by state.

  • United Kingdom

Automated marketing calls need specific prior consent under PECR Regulation 19; live marketing calls are screened against the TPS. Gas work is Gas Safe territory and a smell of gas goes to the national gas emergency line.

  • Australia and New Zealand

Telemarketing hours are Monday to Friday 9 a.m. to 8 p.m. and Saturday 9 a.m. to 5 p.m., none on Sundays or national public holidays, and the Do Not Call Register applies; New Zealand has no statutory register.

  • India

Promotional calls run on the 140-number series with DLT registration and DND scrubbing; Hinglish and regional-language callers are the norm.

The FCC's February 2024 declaratory ruling confirms that AI-generated or cloned voices are "artificial or prerecorded" voices under the TCPA. Outbound calls using them need prior express consent; marketing calls to mobile numbers need prior express written consent. Inbound calls initiated by the consumer are outside this consent rule.

Conditional

No federal statute yet requires an agent to announce that it is AI. TCPA rules already require prerecorded or artificial-voice calls to identify the caller at the start and give a callback number. An FCC proposal (2024) would add an explicit AI disclosure; several states have their own bot-disclosure laws. Disclose by default.

Required

Telephone solicitations only between 8 a.m. and 9 p.m. in the called party's local time (47 CFR 64.1200(c)(1)).

Conditional

Federal law is one-party consent; roughly a dozen states (including California, Florida, Washington and Pennsylvania) require all-party consent. Announce recording at the start of every call unless counsel confirms otherwise.

Required

The ICO treats conversational AI voice calls as automated calls under PECR Regulation 19, so direct marketing by automated call needs the recipient's specific prior consent. Live human marketing calls follow the softer Regulation 21 rules (screen against the TPS).

Recommended

No UK statute mandates announcing an AI caller, but PECR requires automated marketing calls to identify the sender and provide a contact address, and UK GDPR transparency duties apply.

Recommended

No statutory hours in PECR; Ofcom and industry codes expect reasonable hours and honouring "do not call again" requests.

Required

Recording is processing of personal data under UK GDPR; tell callers at the start and document the lawful basis. Financial firms have additional FCA recording duties.

Required

Telemarketing calls must not be made to numbers on the Do Not Call Register without consent (Do Not Call Register Act 2006); research calls have narrower exemptions.

Conditional

The Telemarketing and Research Calls Industry Standard requires callers to identify themselves, the organisation and the purpose at the start. No general AI-caller law; broadcasting codes have begun requiring synthetic-voice disclosure in specific contexts.

Required

Telemarketing calls only Monday to Friday 9 a.m. to 8 p.m. and Saturday 9 a.m. to 5 p.m. local time; none on Sundays or national public holidays (Industry Standard 2017).

Conditional

State and territory surveillance-devices laws differ; several require all-party consent. Announce recording at the start.

Recommended

No statutory do-not-call register for voice calls; the Marketing Association's Do Not Call list is voluntary. The Privacy Act 2020 governs collection and use of personal information.

Not required

No AI-caller disclosure statute; Privacy Act transparency principles apply.

Recommended

Industry code expectations only.

Recommended

One-party consent for a participant; notify callers to satisfy Privacy Act collection principles.

  • HIPAA (health data) (United States (federal)): A voice agent that hears protected health information is a business associate; a signed BAA with every vendor in the audio path is table stakes.
  • FDCPA and Regulation F (debt collection) (United States (federal)): Regulation F presumes a violation above seven call attempts per debt in seven days, and within seven days after a conversation; time-and-place restrictions apply.
  • GLBA (financial data) (United States (federal)): Safeguards Rule applies to customer financial information handled by the agent.
  • FCA Consumer Duty and CONC (collections) (United Kingdom): Collections calls must be fair and not excessive; vulnerability handling is scrutinised.
  • ASIC and ACCC debt collection guideline (Australia): Sets contact frequency and conduct expectations for collections calls.

Questions to ask vendors

  1. 01

Show the agent booking a job into a sandbox of our field-service system with the right job type, address, arrival window and lead source.

A good answer: A job that appears on your dispatch board during the call. A job that appears only in the vendor's dashboard is a message, not an integration.

  2. 02

What does the agent say when a caller mentions a smell of gas, sparking from a panel, or water coming through a ceiling?

A good answer: It stops booking, gives the scripted safety instruction (leave the house and call the gas emergency line for gas), and alerts the on-call technician in the same turn. Shown in a transcript, not described.

  3. 03

How does the agent confirm the service address and the callback number it heard?

A good answer: It reads the address back with the street type and postcode or ZIP, and reads the phone number back digit by digit before it writes the job.

  4. 04

How do outbound estimate and renewal calls stay inside the legal calling window and honour consent and opt-outs in every market we serve?

A good answer: Time-zone-aware scheduling per customer, a consent flag checked before every dial, a suppression list, and a per-call consent record you can export.

  5. 05

How does the agent handle the first 40 degree day when call volume triples, and what does it cost that month?

A good answer: Concurrency limits stated as a number, what happens above them, and a month-level cost at three times normal volume.

  6. 06

What is the all-in cost per connected minute for our call volume, including telephony, speech and the language model?

A good answer: A line-item breakdown, not the advertised platform price, with the number at double the volume.

Frequently asked

What is the difference between an AI answering service and an AI receptionist for a contractor?

An answering service takes a message and pages someone. An AI receptionist reads your dispatch board, books the job with an arrival window, and only pages a person for emergencies and exceptions. Vendors use both labels for both products, so ask for a live booking into your field-service system during the demo.

Can an AI voice agent book jobs directly into Housecall Pro, Jobber or ServiceTitan?

Products exist that write jobs into the major field-service platforms through official APIs or partner integrations. Depth varies: some only create a lead, others read technician availability by zone and write a full job. Insist on seeing the write in a sandbox of your own account.

Is it legal for an AI to call my customers about an open estimate or an expiring maintenance plan?

In the United States the FCC has confirmed that AI-generated voices are artificial voices under the TCPA, so these calls need prior express consent and the published calling window. The United Kingdom needs specific prior consent for automated marketing calls under PECR, and Australia applies fixed telemarketing hours and the Do Not Call Register. This is informational, not legal advice; the compliance matrix has sources.
